  • Regulatory Framework and Institutional Governance: The history and development of the University are grounded in strategic state decisions. A series of decrees and resolutions adopted since 1998, including decrees PF-134 and PF-269 of 2022 and PF-73 of 2025, have established the University as the leading center for teacher training in the country. In accordance with the Charter , the University bears full responsibility for the quality implementation of educational programs, the protection of the rights of students and staff, and the provision of a safe learning environment.
  • Institutional Autonomy and Strengthened Anti-Corruption Legislation: From January 1, 2023, based on resolutions PQ-60 and PQ-61, the University was granted academic, administrative, and financial autonomy, laying the foundation for improved management efficiency and long-term institutional sustainability. In line with the national anti-corruption agenda, the University's regulatory framework was further strengthened by Presidential Decree PF-270 of December 30, 2025, “On Further Improving the System for Preventing and Combating Corruption in the Republic of Uzbekistan.”

Internal quality assessment, based on regular self-analyses and internal reviews, ensures genuine rather than merely formal effectiveness of quality control. The requirements of the ISO 21001 standard have been fully implemented, and transparent, fair mechanisms are applied in staff recruitment and performance evaluation.
  • International Accreditation and Recognition: In December 2024, the University became the first higher education institution in Uzbekistan, and one of only three in Central Asia, to receive the ISO 21001:2018 and ISO 9001:2015 certificates, awarded by the Slovak certification body CERT International. In February 2025, four educational programs in chemistry and biology at the bachelor's and master's levels received international accreditation from ASIIN (Germany), making the University the first pedagogical institution in the republic to achieve this status.
